We need regional cooperation-now! Unemployment, i believe is a root cause of unrest. The "security environment" is given as a counterpoint-but we are back to square 1. which comes first? Employment must be provided to those out of work. Would almost certainly contribute to stability. The masses of unrealized talent needs to be cultivated, which takes time that could be provided by such a policy.
